EU-UA Strategic Communication Capacity Building Initiative

Background

In order to strengthen joint strategic communications efforts of Ukraine and the European partners, the initiative provided support to create a Strategic Communications Expert Team (SCET) funded by the European Union for the Ministry of Foreign Affairs of Ukraine (MFA), as the key government institution responsible for external communication, which required capacity building in strategic communication.

The planned activities are designed to amplify strategic communication efforts aligned with Ukraine's foreign policy objectives during accession process and effectively counter communication and information challenges and interference during the challenging period.

Goal

The overall objective of the initiative is to strengthen communication cooperation between Ukraine and the EU as part of Ukraine’s accession process, amplifying strategic communication efforts to support Ukraine’s foreign relations and their alignment with EU foreign and security policies (Chapter 31 of the EU acquis). This includes diplomatic engagement and cooperation with global partners, advancing Ukraine’s global outreach about peace initiatives, which builds international support for Ukraine’s vision of a just peace based on the UN Charter, and jointly countering foreign information manipulation and interference while fostering information resilience.

The expert team (SCET) is tasked with providing the Ministry of Foreign Affairs of Ukraine with expert support in developing and implementing strategic communications, providing information and analytical support for foreign policy, countering information threats, and promoting Ukraine’s key foreign policy priorities on the international stage.

The beneficiary of this action is the MFA of Ukraine. 

Format 

The activities enabled by the initiative covered several areas:

  • Development of Institutional Documents – Communication Guidelines and Policies
  • Hosting Visits by International Journalists and Delegations
  • Building and Maintaining Partnerships with Civil Society
  • Establishing a Consolidated, Intense Communication Routine
  • Collaborating with Ukraine’s Advocates Both Within Ukraine and Internationally
  • Building Capacity by Educating Ukrainian Professionals
  • Implementing Regular, Engaging Digital Campaigns
